OK, in that case I would suggest first looking for blocked connections and/or Deny rules. Sometimes we block a website we don't like, just to find that other sites require that connection to function properly.
Open Network Monitor, and in the search box click the magnifying glass icon and choose "Status: Denied". Denied connections are shown in red. Right-clicking on a connection will give a menu item to Show Corresponding Rule. Delete or disable any Deny rules, and try again.
Alternatively, you can do this through the rules screen directly.
If that doesn't work, it might be time to try your favorite OSX repair procedures. Reboot, redownload & install, safe boot, etc.
