The actual text is the same: "Deny outgoing TCP connections via smbclient to port 139 (netbios-ssn) of ..." where one says the individual IP of the new rule, and the other says "16.7 million IP addresses". I do notice that when I click on each rule, the path to the actual binary is different.

I suppose that may be the reason why the original rule is not blocking. I've modified the new rule with the same IP range and will see if it stops prompting.
