As a postscript to this whole thread: I find that I have to click on the Floating Button every time I boot up, to get the behavior I want. And the reason the whole thing was so distressing in the first place was that the behavior changed without explanation, due to this "float or not float" control being added.
What I strongly recommend to the developers is that having the Float Button on (or not) at startup be made a preference item, in the Monitor pane of the Preferences.
What the initial default of such an item might be is up to the developers, but my strong preference would be for Float to be ON. Then the behavior would be unchanged from earlier versions of Little Snitch.
