LittleSnitch-3.3.1-nightly-(4086) Bug

Problem:
The nightly doesn't show the rule dialog so I can whitelist an app.

Steps to repro:
1. Install LittleSnitch-3.3.1-nightly-(4086)
2. Remove the rule for your web browser (say Chrome) (was accepted from before)
3. Launch your web browser and/or try to go to a site

Expected:
The rule dialog pops up so you can accept/reject the app's connections

Actual:
The rule dialog *does not* pop up

I re-installed 3.3 official release and that worked fine.
