Research Assistant Issue

Research Assistant says "Unable to connect. Either rule is disabled or you are not connected."

For about 1/3rd of a second when I click it it gives the option to disable the Research Assistant but that's not enough time for me to click it (I wanted to cycle it off and on to see if it clears the error).

Is there any other way to manually disable/enable the Research Assistant?
