I was able to get to obdev.at through my iPhone and make the payment and get the key

my Little Snitch accepted the key and seems to be running O.K.

I'd still like to hear about the obdev.at blockage on my desktop Mac

I understand why mainstream software companies w.b. antagonistic to Little Snitch but I haven't seen something that removes my own rights so thoroughly before.
