Nobody knows something about this?
It happens with several different applications, for example Thunderbird e-mail has various sites it wants to check, like ocsp.verisign.com, my mail server, and so on. I added rules to allow all those sites. But then later on, it asks me again, but this time just using the IP number of the same sites. So then I have to make rules for the IP numbers too. It's not so terrible when the site has a static IP, but when it's dynamic, I'm constantly getting the alert box about a new IP number, even though I've allowed the domain name. Other apps I've noticed it happening with are apsd, CalendarAgent, Textual (IRC client), etc. - I don't remember this ever happening before Mavericks...
