On Mavericks, Network Utility.app has been moved to /System/Library/CoreServices/Applications. From other discussions on this forum it sounds like applications under /System/Library/CoreServices are handled specially and are selectively indexed. Can Network Utility.app be included in indexing, and perhaps everything under the subdirectory /System/Library/CoreServices/Applications (you already include Wireless Diagnostics.app)?
