Limit down/up speed

Hi,

I have been trying to find the answer for quite a while now but without success (which I assume means there is no feature like this, but just in case:)
Is it possible to limit the download/upload speed depending on the program or process? I am looking for some similar functionality as NetLimiter has on Windows.
